Expert tax relief in Sweden: the 25% break most foreign tech workers never claim

Sweden has a tax break aimed at foreign specialists moving in for a few years, and a surprising number of them never claim it, because nobody at the new employer mentions it and the application window is three months.Expertskatt, the expert tax relief, makes a quarter of your pay exempt from income tax for up to seven years. Here is how it works, who gets it, what it is worth, and the mistakes that lose it.
What is Sweden’s expert tax relief?
A decision by the Taxation of Research Workers Board that 25% of your salary is exempt from Swedish income tax, and that your employer pays social contributions on the remaining 75% only, for up to seven years from the start of your stay.
The board is Forskarskattenämnden, and as of September 2026 its own description is the cleanest summary: 25% of salary and benefits exempt from income tax; employer contributions calculated on 75%; and, on top of that, moving costs, two home trips a year for you and your family, and children’s school fees fully exempt. The relief runs for seven years from the day your stay in Sweden began (decisions made before 1 January 2024 got five or three years; the extension to seven took effect on 1 January 2024 under prop. 2023/24:16). It attaches to you and the employment rather than to the employer’s goodwill, and Skatteverket applies it on the board’s decision.
Who qualifies, and which route?
Two routes: be an expert, researcher or key person in the board’s judgement, or be paid more than 1.5 price base amounts a month, SEK 88,801 in 2026, in which case the assessment is automatic.
The general conditions, from the board’s conditions page as of September 2026:
- You are not a Swedish citizen.
- You have not been resident or habitually staying in Sweden at any point in the five calendar years before the year the work starts.
- You intend to stay in Sweden for at most seven years.
- The employer is Swedish, or a foreign company with a permanent establishment in Sweden.
Then one of two routes. The expert or key-person route asks the board to judge that your expertise is hard to find in Sweden, or that your position is key to the business. It is a case-by-case assessment with paperwork about the role and your background, and the outcome is not guaranteed. The salary route removes the judgement entirely: if your monthly pay exceeds 1.5 times the price base amount, you qualify on the number alone. For 2026 that is SEK 88,801 a month (price base amount SEK 59,200); for 2025 it was SEK 88,201 (remuneration rate, Forskarskattenämnden). The multiplier was lowered from 2 to 1.5 on 1 January 2025, which pulled a great many senior tech roles inside the line.

For scale: SCB’s wage statistics put the mean monthly salary for software and system developers at SEK 55,500 on 2024 data (SCB Lönesök), so the typical developer will not reach the salary route. Staff and principal engineers, engineering managers and specialists in short supply often do, and the expert route is there for those who do not. Who applies, and when is the deadline?
Either you or the employer applies to Forskarskattenämnden, and the application must arrive within three months of the day you start work. The deadline is strict.
The application page is explicit that the three-month window runs from the start of the work in Sweden and that a late application is not considered. Either party may file; in practice the employer’s payroll or a relocation adviser does it, though the responsibility for checking that it happened is yours. Once the board decides, Skatteverket applies the relief through the employer’s tax deductions. If you change employer, a new application is needed for the new employment, since the decision does not travel with you.
What is it worth on a real tech salary?
On a salary just above the 2026 salary-route line, say SEK 90,000 a month, about SEK 22,500 a month or SEK 270,000 a year leaves your taxable income entirely.
The arithmetic, in the open, with round numbers:
- Gross monthly pay: SEK 90,000, above the SEK 88,801 line for 2026.
- Exempt slice: 25% of 90,000 = SEK 22,500 a month. Taxable pay drops to SEK 67,500.
- Per year: 22,500 × 12 = SEK 270,000 out of income tax. Over a full seven years at the same pay, 270,000 × 7 = SEK 1,890,000, or roughly 1.9 million kronor of income that is never taxed.
What that is worth in kronor saved depends on your marginal rate, which depends on your municipality and on where the state tax band starts in the year in question. We deliberately do not quote a rate here. The exempt slice comes off the top of your income, where your marginal rate is highest, so the saving per krona is as large as it gets. Run the two cases through Skatteverket’s own calculator with and without a 25% reduction, and you will have your number.
Benefits count too. The 25% exemption covers salary and benefits, and moving costs, two home trips a year and school fees for children are exempt in full, which is why families with school-age children in international schools find this relief worth far more than the headline suggests.
What does the employer gain, and how do you use it?
The employer pays social contributions on 75% of your pay instead of 100%, a recurring saving that makes a salary just above the threshold cheaper for them than it looks.
Take the same SEK 90,000: the contribution base falls from 90,000 to 67,500 a month, every month, for as long as the relief runs. If an offer lands a little under SEK 88,801, you can put a calm case that lifting it over the line costs the employer less than it looks, because their contributions on the whole salary drop by a quarter. Many Swedish HR teams know this well; the ones that have not hired from abroad before often do not. It fits naturally into the one counter you get in a Swedish negotiation, covered in salary negotiation in Sweden, and it is also a reason to prefer base salary over a bonus when the package is being shaped, since the monthly figure is what the salary route reads.
Which mistakes lose the relief?
Missing the three-month window, and letting monthly pay drop below the threshold after the decision.
- The deadline. Three months from the first day of work, no extensions. Put the date in the contract discussion: ask who files, and ask for confirmation when it is filed.
- Pay slipping under the line. The salary route depends on monthly pay exceeding 1.5 price base amounts. The price base amount rises most years (SEK 58,200 in 2025, 59,200 in 2026), so a salary set exactly at the 2025 line was under the 2026 one. Ask the employer to set the pay with margin, and check with the board or Skatteverket before agreeing to part-time work, unpaid leave or a restructured bonus that lowers the monthly figure.
- Changing employer and forgetting to reapply. The decision is tied to the employment. A new job needs a new application, inside the same three-month window.
- The five-year look-back. A previous stint in Sweden, such as a master’s degree or an earlier posting, inside the last five calendar years can disqualify you. If this applies, work out the dates with the board before you plan around the relief.
- Not asking. The relief is invisible in most job ads and in most offers. If you might qualify, raise it at offer stage; the difference over seven years is the price of a flat.
